Probable Cause

THE DTSB

The DTSB determines the Probable Cause of this accident to be Pilot Error, in that the pilot elected to fly in the area of known terrain, at an altitude lower than the surrounding terrain, and continued flight towards his destination as ceilings and conditions of fog and mountain obscuration became apparent. The aircraft impacted mountainous terrain in level cruise flight.

Recommendation

THE DTSB

The DTSB recommends that all pilot of all aircraft use all available technology for both pre flight planning, and enroute in order to avoid flight in areas of dangerous terrain in conjunction with weather conditions that could cause a loss of all visual reference. Night. Ice. Terrain, IMC. Pick one. In many instances, pick none. This very low time pilot had no business being in these conditions with passengers on board.
